The research leads to a number of key insights: 1. In most of the Israeli authorities there are procedures for public participation, albeit in different ways and at varying levels. 2. Most elected officials support the idea of involving residents in decision- making and will be happy to expand and deepen this cooperation. 3. Some public officials think that cooperation has practical value: it leads to better decisions and to legitimization of the established policy. 4. Disadvantages in the participatory processes - such as the takeover of the procedural process by the parties involved and the cumbersome increase in the policy process - were mentioned, but most of the elected officials ultimately believe that the advantages of the process exceed the disadvantages. 5. The institutionalization of the participatory processes is perceived by elected officials in a positive and prominent manner, with a tendency to prefer institutionalization through internal organizational procedures adapted to each locality. 6. The level of support for cooperation and the degree of cooperation are related to a number of factors: level of education, seniority in the job, gender and age. It should be noted in particular that in localities with a population with higher education, it is more likely that cooperative procedures will be held, and that elected officials with higher education will be more likely to support the participation of residents in their communities. This study of the research's conclusions is important to both the local government and the central government in Israel. To the local government, because it constitutes the first study of its kind that places not only the existing situation in Israel at the time of writing regarding public participation, but mainly, it also analyzes the position of those who are responsible for the removal or non-implementation of these procedures and their recommendation on how to do it correctly. To the central government, because it is obviously interested in the better functioning of the local government while reducing the potholes and also that the assimilation of local cooperation procedures will pave the way for similar processes on the national level, on the expected benefits as coming from the conclusion of the research.
